The APEOU Committee on International Relations held an online event for Estonian colleagues on electronic auctions in Ukraine

The online event was held on 25 August 2026.

At the invitation of the Committee, the Head of the Operational Support Department of Ukrainian state enterprise “SETAM” Vadym Oliynyk joined the lecture organised by Ukrainian private enforcement officers. He presented the history of auctions in Ukraine, held within the framework of enforcement proceedings, as well as achievements and principles of the enterprise work.

In turn, private enforcement officers of Ukraine Mariia Fesyk and Ivan Zhabotynskyi shared their vision of the advantages and problematic issues of interaction with SE “SETAM” in Ukraine through the eyes of subjects working with the system during the enforcement of decisions and other bodies.

Also, at the request of Estonian colleagues, attention was paid to the topic of real practical differences in the work of private and state enforcement officers in Ukraine, as well as the possibility of debt collection and search for assets belonging to debtors – citizens of Ukraine, who are in the territory of Estonia and have decisions of Estonian courts on non-fulfillment of their obligations.

The event resulted in a lively discussion and was one of the points agreed according to the work plan within the framework of the Memorandum of Cooperation, concluded between the Chamber of Judicial Officers and Insolvency Trustees of Estonia and the Association of Private Enforcement Officers of Ukraine in May 2026.
