On 19 May 2022, Vitalii Chepurnyi, Chairman of the Private Enforcement Officers Association of Ukraine, live from Kyiv addressed the members of the Board of the International Union of Judicial Officers (UIHJ - Union Internationale des Huissiers de Justice) and the European Union of Judicial Officers (UEHJ) on the eve of the meeting of the UIHJ European Permanent Council in Glasgow (UK). On 19-20 May 2022 representatives of European countries discussed key areas of cooperation in the Union, development of leading enforcement practices in the world, as well as Russian aggression against Ukraine.
The representative of Ukraine thanked international colleagues for their charitable assistance, solidarity with Ukrainian people and suspending any relations between the Union and the Federal Bailiffs Service of the Russian Federation. However, the Chairman of the PEOs Association of Ukraine stressed that he considers it necessary to urgently and permanently exclude the representative of the aggressor state from the Union, although without the Congress such a procedure is not exactly provided by the current Statutes of the organization.
"The Federal Bailiffs Service of the Russian Federation, publicly supporting aggression against the sovereign state of Ukraine, violating international law and posing with the letter Z, should not be part of the UIHJ," Vitalii told.
Ukrainian PEO Kateryna Shmidt also gave an official speech at the event. She thanked the foreign partners for the support and charitable assistance that a number of countries have already provided to the PEOAU Charity Fund. The representative of Ukraine also thanked the UIHJ for its solidarity with the APVU and stressed the inadmissibility of membership of the representative of the aggressor country in the International Union.
"Now I represent not only my Association, but all my people. Today Ukraine needs help more than ever. Our Association established a special charity fund to help those PEOs who suffered most from this war, as well as our defenders. Several chambers of countries from all over the world, including Poland, Lithuania and Bulgaria, are already helping us. We are very grateful for your support and we will never forget it," Kateryna said in her speech.
The UIHJ President Marc Schmitz assured Ukraine in the full support and condemnation of Russia's insidious aggression against our country. The situation is an unprecedented case, which has no analogues in the Union's 70 years of existence. Currently, in the official website of the UIHJ, the Russian Federation is mentioned as a suspended country pending exclusion. However, according to the Statutes, all members of the UIHJ should vote in Congress to complete the procedure of exclusion, which is currently scheduled for 2024 in Brazil. The President of the International Union of Judicial Officers (UIHJ) assured that any relations of the organization with the Russian Federation before the Congress are suspended, which has the same effect as an exclusion.
The representative of the international community also expressed deep condolences on the death of Ukrainian hero, private enforcement officer Oleksandr Konovalov, who died on battlefield defending his country. The UIHJ European Permanent Council officially honored his memory with a minute of silence.
At the end of the gala dinner after the event, UIHJ President Marc Schmitz delivered a closing speech in which he expressed his respect and support for the Ukrainian side. All representatives of European countries in the hall stood up and applauded the courage of the Ukrainian people standing.

19 травня 2022 року Голова Асоціація приватних виконавців України Віталій Чепурний у прямому ефірі з міста Києва звернувся до членів Правління Міжнародного союзу судових виконавців (UIHJ - Union Internationale des Huissiers de Justice) і Європейського союзу судових виконавців (ЄССВ, англ. – European Union of Judicial Officers (UEHJ) напередодні засідання Європейської постійної ради UIHJ в м. Глазго (Велика Британія). Представники країн Європи обговорили ключові напрями взаємодії в організації, розвитку провідних практик виконання судових рішень у світі, а також агресію Російської Федерації проти України.
Представник України подякував закордонним колегам за благодійну допомогу, солідарну позицію з нашою спільнотою і зупинення будь-яких відносин між Союзом і Федеральною службою судових приставів Російської Федерації. Проте очільник АПВУ наголосив, що вважає за необхідне терміново і остаточно виключити представника держави-агресора зі складу Союзу, хоча без проведення Конгресу така процедура прямо не передбачена чинним статутом організації.
«Організація ФССП РФ, яка публічно підтримує агресію проти суверенної держави України, порушує міжнародне право і позує з літерою Z, не повинна мати місця у складі міжнародного союзу UIHJ», – висловив думку спільноти і всього українського народу Віталій.
Президент МССВ (UIHJ) Марк Шмітц запевнив українську сторону у повній підтримці і засудженні підступної агресії РФ проти нашої країни. Ситуація є безпрецедентним випадком, аналогів якому в історії МССВ за 70 років існування організації досі ще не було. Наразі на офіційному вебсайті UIHJ РФ визначено, як країну у процесі виключення зі складу. Тим не менш, відповідно до Статуту для завершення процедури необхідне проведення голосування усіх членів світової спільноти МССВ (UIHJ) на Конгресі, який наразі заплановано на 2024 рік у Бразилії. Президент МССВ (UIHJ) запевнив, що до Конгресу будь-які відносини організації з РФ будуть остаточно зупинені, що є повністю еквівалентним виключенню.
Також представник міжнародної спільноти висловив глибоке співчуття щодо загибелі на фронті нашого героя, приватного виконавця Олександра Коновалова, який загинув у бою, захищаючи Батьківщину. Європейська постійна рада UIHJ офіційно вшанувала його пам’ять хвилиною мовчання.
Наприкінці урочистої вечері після заходу Президент UIHJ Марк Шмітц Marc Schmitz виступив із завершальною промовою, у якій висловив повагу та підтримку українській стороні. Всі представники європейських країн у залі піднялися і аплодували сміливості українського народу стоячи.
